I do hope that is the case, and from the information you provided there it seems to be good to go! Awesome stuff. I had only heard the limitations through the "grapevine" of climbing pertaining to some of the upper lookout areas and wanted to share that for the sake of access. As I noted, the majority of the place is "owned by the Blue Ridge Parkway, so the majority there is good to go" and it seems like you have looked into it further. Thanks for the update! May 1, 2014
It's interesting that there would be access issue since this is on National Park Property and generally climbing is allowed. I couldn't find any CRF specifically banning climbing from Sharp Top. The only regulations about climbing and repelling are:

1. Don't climbing or repel on man-made structures, like buildings
2. You have to be at least 100ft away from establish the trail and 50ft from a road open to vehicle traffic. If the road is closed, you can climb next to it.

There are a handful of older established boulder problems scattered along Sharp Top Trail at the Peaks of Otter, but to my understanding there are some access issues pertaining to climbing in this area which has hindered development in the past. I am not sure if these access issues still apply, but it is worth keeping in mind. Although The Hill is technically under the same jurisdiction, a lot of the land at The Hill is owned by the Blue Ridge Parkway, so the majority there is good to go.
