The Lower Tier has some more challenging routes up to 5.9+. The rock is good quality but the routes are notably dirtier than the ones at Upper Tier due to run off from rain. With long webbing or static rope, you can setup top ropes from trees at the top of the cliff.
Follow the trail down from the center of Upper Tier.
