The Lucerne Valley is located just outside of Manila UT on the (utah - wyoming) border .  This is rock in the area is sandstone and conglomerate so routes require quite a bit of cleaning, but are generally good.  

Most climbs are south facing and receive a lot of sun, making this a very good cold weather climbing spot.  If the sun is shining in the winter, you can probably climb here.  We've climbed at Snaggletooth in January with our shirts off.  Summer evenings are also very nice here.

Watch out for the general desert hazards: loose rock, snakes, spiders, cactus, and ATVs.  Leave no trace, in fact, leave the place better than you found it.

Getting There Suggest change

The area is full of climbing potential. Most routes are on the north side of the road. Your approach is usually short. 5-10 minutes to the base of your route. The Lucerne Valley climbing is located 4 miles east of Manila, UT, just off of Highway 530 on the road to Lucerne Marina.

Google Maps will get you there just fine.  You will have 4G at all the climbing areas.
