For those living in the Dubuque area, I've spent a fair amount of time clomping around in the woods, desperately looking for something to climb (that was closer for a quick fix than the Palisades).

If you go to Wartburg Seminary, and go down toward the railroad tracks through the woods, you'll find a few small crags. One of them has a bolt I placed about half way up, and is leadable, TR'able, or highball (very highball). You have to look for it, but you'll find it.

Across the same woods (and maybe on the other side of the road that goes down to the tracks?), we found some great boulders roughly where the hill bottoms out). One has a slightly overhanging finger crack, and probably weighs in at solid 10. The other--and this is sweet--is a long horizontal hand crack that took me several weeks to finally get (tape up!). It's a boulder, but the roof crack is pretty long, pretty hard, and seriously...it's worth the search.
