The Joshua Tree National Park Superintendent's Compendium states that:

Description
Indian Head is the large formation seen high on the hillside, to the west of Utah Trail, while heading south from 29 Palms and Hwy 62.
From the northeast, around Rocky Road, the rock has the appearance of an Indian (Native American) head profile.
Routes have also been done on smaller surrounding areas.
