From the parking area, take the 10 Mile paved path for about 500'. Find a trail on the right side with a wooden sign that says "Monroe". Follow switchbacks up about a third of a mile (10 minutes). At one point an avalanche from 2019 makes it hard to follow the trail for 30'. Break off this trail on a steeper climbers trail up to the cliff 200' above. You can see the cliff (and bolts) from the intersection.
