i found an undone line at Lower Gorge Region that would go trad and bolts. I have done the line on top rope so I know it will go. My question is how do I get permission to add the bolts for the top half and for an anchor at the top?

The Red River Gorge Climbing Coalition (RRGCC) should have a website that would enable you to contact someone who would know the proper procedure.
