Recommendations for this shoe tear around the toe?

Evolv Shaman, skidded along the wall at the gym and noticed these tears.

Is the white/yellow stuff the material of the upper or is it the rubber rand?

What positive resoles in Josh says: Rand Repair:
The rand is the thin rubber around and on top of the toe box. It needs to be repaired if there are weak spots or holes.
We will not do unnecessary work on your shoes, but may call you if we think you need a rand repair that you did not request.

If the shoes are expensive then send them in right away. If you don't care about losing them, then climb until your toes pop out and then throw them away.

Of course you can resort to not using toehooks and get some climbing in the meantime, but you should not keep climbing on that part, or else the shoe will not be worth repairing if holes develop in the upper. And by "Worth repairing" I mean that resolers will not bother with them if major holes develop in the upper or the "cloth" part of the shoe

The white/yellow thing is the shoe fabric. IF you look really hard you can see the stitches.

Send em to Yosemite Bum Resole. It is Evolvs resole branch. They do a great job and will make you shoes look new as well as give a discount for resoling Evolv shoes
