It is illegal to be on the railroad tracks. Hot springs goers do it all the time so it shouldn't be an issue but keep a low profile and stay off the tracks. As Jeff notes in the guidebook, it's probably best to hike along the river instead of along the tracks.

Keeping climbing areas open and conserving the climbing environment

Description A unique and somewhat awkward climb that ascends an interesting groove or tube feature. Personally, I thought the climbing was really fun because of its out of the ordinary character. Climb into the groove, clipping two pins next to each other. Move right out of the groove, clipping a bolt. Above, make use of the groove while clipping a chain thread. Finish on easier terrain above, protected by bolts.
Location On the far right side of the crag, just above the approach trail, is a deep, dark chimney. Planet Janet climbs just to the right of the chimney. It is the 2nd route from the right.
Protection 3 bolts, 2 pins and a thread.
