Photos of the Moment

Could someone tell me how the Photos of the Moment are selected? And secondly (though this question may be redundant), if I want to "go back" and find a PotM that I briefly glimpsed a while ago (say an hour back), but had to walk away from the computer just then and didn't note the details, is there a way to do that?
