just saw some cats using a power drill just left of the established routes on happy acres in calico the other day. was this kosher?

Calico is not in the wilderness area. Therefore it's ok to put in bolts and use power drills to do it.

most of Calico isnt Wilderness. The back end of it is- Atman, Sunny and Steep, etc- that's wilderness, so bolts aren't allowed. However, as josh noted, the hills are not wilderness, so yeah, its kosher.
