If you are talking about the Needles in the Southern Sierras, east of Porterville, then I know the snow level is around 6700' and its 'winterlike' above 6000' but still 'fall-like' and reasonable below that.
Quite wet and foggy at high elevations (+6000) but a couple hours of sun could change all that.
