Start low, go to a scoop, then to a "steering wheel." Head left along the lip and top-out near NRA is the preferred method I have seen. Another option is to mantle and ascend slab for the top-out. This method has shut down climbers that have ascended NRA to the left though it is listed in the Dr. Topo.

NRA boulder, right of NRA. Downhill and around the smaller boulder pressed up against NRA.
Protection
Pads but the landing is less than ideal with a bush and sloping boulder to deal with.
What looks like a foothold appears to have broken off the lower right hand portion of the steering wheel sometime before this season which may explain why the top-out going straight up looks much harder than the problem's grade in the Dr. Topo. Go out left on the lip, it's doable.
