Are you sure the place is called "Ontology Recapitulates Phylogeny?"

I think the word should be Ontogeny, not Ontology.

Ontology is the branch of metaphysics that deals with the nature of being. What Haeckel said is that ontogeny--the development of an individual organism from embryo to adult--recapitulates phylogeny.

The basic premise of E. Haeckel's thesis is that evidence supporting the notion that animal species evolved from a common ancestor (phylogeny) is found in their embryogenesis. The embryos of different animal species bear an astonishingly close resemblance to one another at certain stages in their development (ontogeny). For example, during the development of a human embryo (and other mammalian embryos), structures resembling gill slits are present, thus "recapitulating" an ancestral link to fish.
