I've climbed in February here in SLC and if your in the sun it can be pretty nice. You'll need a boulder that's been in the sun for awhile so it's sucked up some heat. With the cold temps the friction is amazing on that granite. Never been to joes but I know people that have gone there this time of the year and it's the same thing. just make sure you're on a boulder that's been in the sun for a little bit and you should be ok. dress warm though.
