Doing some research for a friend abroad. He has hangers that have a 12mm diameter and bolts with a 10mm diameter. Can you just use the bolt and washer and tighten and it should suffice?
His question is: "Once I tighten the nut, the hanger should sit flush. but with that additional gap. downward pull on the hanger, in case of a fall, shouldn't likely create any play that wouldn't make the hanger act like a rocking saw on the bolt. I am just hoping that isn't a problem."
What are everyone's thoughts?

I would sell the hangers and buy 10mm hangers, or sell the bolts and buy 12mm bolts. Bolting is really not the place to take shortcuts. That said, I am not aware of any specific evidence that explicitly proves 12mm hangers on 10mm bolts is an issue either, so it's purely my opinion. I dont think the bolt would pull through the hanger, but I could see some possible issues with the bolt staying tight/ the nut coming loose.
I agree with 20 kN, I wouldn't take shortcuts. While the bolts will function fine in the short term, in the long run, I would also worry about having a hanger start to spin and wear away at the bolt. I do a lot of bolt replacement and see the grooves worn into the bolts from spinning hangers. I would think a 12mm hanger would be more likely than a properly fitted hanger to start spinning and to add to the effect of wearing through the bolt.
