Bolt ID

Just wondering if anyone was able to identify this bolt. Hilti because of the red? Not sure just curious. Thanks!

Looks like a Powers Lok-bolt...?

I'm going to say that is not hilti but I could be wrong. Years back when I used Hilti bolts, they had a red band that was painted on. That looks like a sleeve. Never seen one of those. Is the sleeve plastic that could wear out, causing bolt to become loose?

The Lok bolt has powers stamped on the sleeve and it's just a short red spacer but quite similar.

The red sleeve is plastic but it appears to be just a spacer and it's movement shouldn't compromise the bolts placement...much.

It has a few letters/numbers stamped on the sleeve but no brand identifiers.
