Women Climbing in Iran -- Apparently that's a real belay technique.

Several news outlets have been running an AP story about women starting to take up climbing in Iran. Awesome! But what kind of belay is that?

I wouldn't necessarily knock that belay technique...

That looks like a speed climbing route and a fairly normal speed climbing belay - I've seen it done where one person stands there with a gri-gri on, the other person yards in slack without taking taking their hands off the rope.

Probably some sort of speed climbing belay technique...

One person yards in slack on the climber side, the other yards in slack on the brake side.

In speed climbing they use different belay styles. This seems to be OK - one belayer is taking slack, another is pulling the rope thru Gri-Gri.

Bell Ringing? Commonly used with kids and inexperienced belayers.
