route star rating vs. picture star rating

Why is the route star rating only a max of 4 stars but the picture star rating is 5?

Cuz a picture is worth 1000 words?

Well it was probably not a good idea, but both have five rating options:

Route: Bomb, plus 1-4 stars
Photo: 1-5 stars (no bomb)

Yeah, i have found myself saying....if i could give this 5 stars i would. That said, i like the bomb.
How hard would it be to re-write, and make the bomb the first star, moving everything up 'a star'? (2 becomes 3, etc). It would confuse people for a little while, yeah, but it would confuse people for a while.
