illinois recreational use statute

Does anyone know when the changes to the Illinois recreational use statute go into effect?

Will this have any effect on re-opening Drapers Bluff?

I thought I had heard that the statute would go into effect in January 2014, but don't quote me on that. As far as Draper's goes, that would be up to the owner. I had spoke with him about the possibility of reopening back in 2011, but I haven't heard anything since then.
