I'm pretty sure the belay cave where Evolution and West Face split is in the first cave not the second.

Infact, I'm positive unless someone added bolts very recently.

New Bolts and belay chains added in the second (larger) cave - thanks to the mayor. Don't recall when exactly - but sometime in the last couple of months.

Who in the hell is "the mayor" and why is he retrobolting my routes?

Because the bolts in the first cave are sketchy as hell....

So you should thank him

So replace them, don't move em'. The rock in that cave is as good as any. People have been using those anchors for the past 30 years. Re-bolting is cool, retrobolting is uncool. You want to add bolts or move anchors to existing routes, ya better ask first. Since I don't really mind and it is my route, I'll let them stay. But he should have asked, I'd have probably gave him the bolts.

Unsolicited bolts have a way of disappearing quick in Pine Canyon. A lot more people than you'd think climb out there, and as I've learned in the past, they don't put up with any bullshit. He may be the self proclaimed "Mayor", but he's still subject to the rule of the Gestapo! ;)
