I'm guessing they are at the belay and it is just rope coil not slack in the line.

I wouldn't mind if I was following this route and there was this much slack in my line. Worst case is they take a 6' fall. That is nothing compared to the 200' fall the leader could have taken.

The more troubling issue is the loop of rope around his left arm. As previously indicated all that rope is likely just the coiled rope and not copious amounts of slack in the belay.
