You/the climbing comuntity could argue an "easment was granted" many years ago. I was climbing down there with consistent regularity in the early 80s... there was/is open and consistant use of the rock features... There are several boulders with considerable potential. Lots of trees and of course the stream, it's off the trail and pretty overgrown. I think with some environmentally-respectable grooming it could be another option for the local boulderer.
